Taking inspiration from the mosaic glass ceiling in the Great Hall of the Thomas Jefferson Building at the Library of Congress, the intricately scalloped design – crafted of blue and vermillion enamel - mimics the exquisite prisms that form in the ceiling's six skylights. Made of brass and electroplated in non-tarnishing silver the finish resembles the aluminum which was selected in the 1890s to create the ornamentation of the great Hall's ceiling. (At that time, aluminum was more precious than silver.)
